La ACIISI impulsa la innovación en Fuerteventura con un ambicioso Plan de Atracción de Talento

Javier Franco announces the creation of a Project Management Office (PMO)
The Canary Agency for Research, Innovation, and Information Society (ACIISI) has unveiled the new Action Plan to attract talent and boost entrepreneurship in technology sectors of particular interest to the island of Fuerteventura. The event, held at the Palace of Training and Congresses in Puerto del Rosario on Monday, February 17, featured the participation of ACIISI’s director, Javier Franco, who revealed the details of this initiative and announced the establishment of a Project Management Office (PMO). Also in attendance were the president of the Fuerteventura Chamber of Commerce, Juan Jesús Rodríguez Marichal, the Innovation Councillor of the Island Council, Rayco León, and representatives from the two Canarian universities.
This ambitious plan stems from a comprehensive situational analysis that has identified and prioritized seven technology areas of special interest, which are:
- HAPS and UAS Platforms: Services and technologies related to high-altitude platforms and unmanned aerial systems.
- Sustainable Water-Energy Management: Implementation of advanced technologies for efficient management of water and energy resources.
- CO₂ Capture: Innovative solutions for emissions reduction and reuse.
- Smart and Sustainable Tourism: Development of technology-based and sustainable tourism services.
- Genetic Improvement in Agri-Food: Innovations in species adapted to desert climates to boost agricultural production.
- Sustainable Aquaculture: Technological advancements for intensive and environmentally friendly aquaculture.
- Auxiliary Services for «Non-EASA» Aviation: Promotion of activities related to aviation not regulated by the European Aviation Safety Agency.
The Action Plan will unfold in two phases for Technological Boost and Talent Attraction:
- First phase: Creation and implementation of the Project Management Office (PMO), expected to be composed of agents from various organizations and will be crucial in channeling, managing, and energizing innovative projects. This office will serve as a meeting point for companies, institutions, and entrepreneurs, facilitating synergies and collaborations.
- Second phase: A comprehensive model will be established to attract, retain, and link local and international talent. This model will include training programs, mentoring, and support services for entrepreneurial projects, strengthening Fuerteventura’s innovation ecosystem.
During these sessions, three inspiring best practices were presented, involving similar initiatives, one at the regional level and two at the island level:
Bizkaia Talent: An associative initiative aiming to promote and facilitate the establishment of highly qualified human capital in the historical territory of Vizcaya and the Basque Country in general, to drive innovation and knowledge processes.
Why Tenerife: A coordinated initiative by SPET Tourism of Tenerife and promoted by public and private institutions and organizations of Tenerife to launch a platform, under a single brand, to attract investors, companies, and entrepreneurs to operate on the island and in sectors that offer business opportunities within the territory or as a hub to access the markets of West Africa and Europe.
Best IN Gran Canaria: A coordinated initiative by the Economic Promotion Society of Gran Canaria, bringing together public and private entities and institutions of Gran Canaria to promote the attraction of companies, entrepreneurs, professionals, and investments to the island.
With this initiative, ACIISI, under the leadership of Javier Franco, reaffirms its commitment to innovation, sustainable development, and talent as pillars of Fuerteventura’s progress. The Action Plan not only aims to boost the island’s economic growth but also to position it as a technological and sustainable reference in the regional and national context. This strategic commitment places Fuerteventura at the forefront of innovation, opening up new opportunities for entrepreneurs, researchers, and companies dedicated to the future.
For the Innovation Councillor of the island, Rayco León, it is important to identify and promote opportunities in the R&D&I field in Fuerteventura, enhancing sectors with greater potential. Fuerteventura is a pioneer in many of these areas through the Technological Park, which is becoming an international reference in public service aerospace missions, thanks to the Canarias Geo Innovation Program 2030 that is already taking shape.
